TIEBREAKERS (apply in order):
  1. Head-to-head result among tied teams
  2. Goal differential (cap +/-5 per game)
  3. Goals scored
  4. Fewest goals against
  5. Coin flip / single sudden-death goal

Cross-seeding rule: 1st of one pool plays 2nd of the OTHER pool.
Never let a team meet the same opponent twice unless the bracket forces it in the final.
